Harmonised standards for the Pressure Equipment Directive 2014/68/EU are the European standards/specifications that the EU Commission adopts by decision and publishes in a legally binding EU-wide implementing decision in the Official Journal of the EU.
Specification of the essential requirements of the Pressure Equipment Directive 2014/68/EU
Many harmonized standards cover only one aspect or several aspects of the essential requirements of Annex I of the Pressure Equipment Directive 2014/68/EU, either completely or incompletely. Harmonised standards therefore formally have an informative Annex ZA , in which it is usually indicated in the form of a table which sections of the respective standard meet which essential requirements of the EU directive, e.g. Annex I of the Pressure Equipment Directive 2014/68/EU.
Presumption of conformity
Pressure equipment that complies with harmonised standards or parts thereof, the references of which have been published in the Official Journal of the EU, shall be presumed to comply with the requirements of Annex I of the Pressure Equipment Directive 2014/68/EU if they are covered by the relevant standards or parts thereof.
Publication
The harmonised standards are published in the EU Official Journal at irregular intervals. The aim of publication is to determine the earliest date from which conformity with the requirements can be assumed. Standards that have already been published may be withdrawn in whole or in part on certain occasions, e.g. if it is established that conformity with the directive is no longer given, so that users of the standards should keep themselves constantly informed of the current status.
Application of harmonised standards to the Pressure Equipment Directive
The application of a harmonised standard on which a presumption of conformity is based remains voluntary. The manufacturer can choose whether to use harmonized standards. However, if he decides not to apply a harmonised standard, he must prove that the pressure equipment meets the essential requirements of the Pressure Equipment Directive 2014/68/EU by applying other specifications.
